Idaho Housing and Finance Association (IHFA) is the administrative agency for the House Idaho Collaborative (HIC). While the HIC is comprised of multiple entities and is funded by a federal program (Continuum of Care), each HIC member is autonomous. The actions and opinions of one entity do not represent the views of other entities. Similarly, HIC’s collective stance does not represent the view of individual entities. As the supporting agency for HIC, Idaho Housing may provide resources or information at a HIC member’s request, but Idaho Housing does not advocate or condone any specific actions or policy positions. To comply with 31 CFR § 21.100, Idaho Housing will not compensate any person for influencing or attempting to influence an individual or an agency for conducting any of the prohibited federal actions specified within 31 CFR § 21.100. Lobbying, advocating, or any political action is prohibited during any HIC meeting in which members are compensated (i.e. committees, subcommittees, and task forces).                                                                                                                                                                                                                                                                                                                                                                                                                                                                   Idaho Housing reminds HIC members that noncompliance with 31 CFR § 21.100 or other federal regulations may jeopardize funding for federally funded organizations that are part of the House Idaho Collaborative and potentially the HIC itself. In accordance with the governance charter, Idaho Housing reserves the right to recapture funding from agencies that do not comply with these regulations.
